Number pooling

Recycling numbers through a shared pool: after an activation ends, the number rests and later serves another customer for a different service.

No provider owns a number per customer forever; numbers cycle through pools. Good pooling enforces two rules: a number is used by one customer at a time, and a number that verified one service is not reused for that same service, since platforms remember numbers they have seen.

Pool quality (how rested and how "clean" numbers are for a given service) is a major reason success rates differ between providers and routes.
