Ukrainian mobile numbers are written 067 123 45 67 at home and +380 67 123 45 67 from abroad. Many Ukrainians write the same number as +38 067 123 45 67, which works because the 0 that starts the operator code doubles as the last digit of 380. Forms that split the number differently from how it was written are the usual reason a valid Ukrainian number gets rejected.
Three networks carry Ukrainian mobiles: Kyivstar, Vodafone Ukraine and lifecell. Each started with its own operator codes, such as 067 and 097 for Kyivstar, 050 and 095 for Vodafone, and 063 and 093 for lifecell, though numbers can now move between networks. A rented number from those ranges receives a confirmation code for one sign-up.
Where the +38 and +380 confusion comes from
The country code for Ukraine is 380. Inside the country every mobile number starts with 0 and a two-digit operator code, so +38 followed by the ten-digit domestic number gives the same digits as +380 followed by nine. A form with a +380 picker wants the nine digits after the 0. If it has a +38 picker, as some Ukrainian sites do, enter all ten.
Landlines use city codes, such as 044 for Kyiv and 032 for Lviv. They do not receive SMS, so check that a number starts with a mobile operator code before waiting for a code.
Telegram, Viber and local marketplaces
Many Ukrainians read news and follow local channels on Telegram, and Viber remains common for family chats and business contact. Both register on a phone number, and a business talking to Ukrainian customers usually wants a +380 account on at least one of them.
Buyers and sellers use OLX and Prom for classifieds and online shops, and each ties the account to a phone number. Parcel services such as Nova Poshta send delivery messages to the number days later, so keep your own number on parcel accounts.
Diia, banks and identity
Ukrainian banks such as Monobank and PrivatBank, and the government app Diia, verify people with identity documents or BankID. A phone number is only one part of those checks, and a rented number is not suited to them.
For messaging apps and marketplaces, the number is yours for the activation window. Turn on the app's two-step PIN or password before the window ends. If no code arrives, the activation refunds on its own.
Should I enter +38 or +380?
Either can work because the digits are the same. With a +380 picker enter nine digits without the leading 0. With a +38 picker enter all ten.
Which operator codes are mobile?
Codes such as 050, 063, 066, 067, 068, 073, 093, 095, 096, 097, 098 and 099. City codes like 044 are landlines.
Can I use the number for Nova Poshta deliveries?
Better not. Delivery messages can arrive after the activation window ends, when the number is no longer yours.
What if no code arrives?
The activation cancels at the end of the window and the full price returns to your balance.
